The Spay/Neuter Assistance Program (SNAP) of Chemung County  SPCA  provides affordable spay/neuter and vaccination services for the companion animals in our region.

 

Our clinics are intended for those facing financial challenges who cannot otherwise afford to have their pets spayed or neutered.

The Chemung County SPCA Offers Two Spay/Neuter Programs

1 - Affordable Spay/Neuter Program (Standard Program Prices are listed below)


This program provides affordable alternatives to those in need. It is open to the general public and you do not need to be a resident of Chemung County or New York State to use this program.


Under this program, you will pay standard surgery fees, the cost of any additional services you request, and any other costs that may be assessed at the attending veterinarian's discretion.


2 - Subsidized Spay/Neuter Program ($25 Fee)

**THIS PROGRAM IS TEMPORARILY UNAVAILABLE AND WILL RETURN ONCE ADDITIONAL FUNDING IS SECURED**


This program is for New York State residents who can show proof of receipt of any of the following benefits:


  • SNAP Food Stamp recipients
  • SSI Disability recipients
  • WIC recipients
  • Medicaid recipients
  • Section 8 housing program recipients
  • New York residents who adopt unaltered cats and dogs from municipal or nonprofit animal shelters who DO NOT include the cost of spay/neuter services in their adoption fees


This program is funded through generous support from the ASPCA and is available on a first-come, first-served basis.


If you qualify for this program, you will be charged $25.00 per surgery, the cost of any additional services you request, and any other costs that may be assessed at the attending veterinarian's discretion.

PLEASE NOTE:

Participation in either program requires your pet to be current on its rabies and distemper vaccinations. If your pet is not current, you can request vaccinations when you submit your application. 

What We Need From You

If you are applying for PROGRAM 1

*Participation in Program 1 requires the pet owner's annual income to be at or below $55,000.


Proof of income must be uploaded during the application process. Failure to do so will delay the approval of your application.


If you are applying for PROGRAM 2

($25 fee)

**THIS PROGRAM IS TEMPORARILY UNAVAILABLE AND WILL RETURN ONCE ADDITIONAL FUNDING IS SECURED**


Participation in Program 2 requires the following to be uploaded with your application:


  1. Proof that you are a resident of New York State (ex. NYS drivers license, current utility bill, etc.)  AND 
  2. Documentation to verify receipt of any of the following benefits:


  • USDA Food Stamp determination letter 
  • Supplemental Security Income (SSI) - letter showing your benefit information
  • Medicaid - statement from DSS noting you currently receive Medicaid
  • WIC benefit card
  • HAP letter
  • Adoption contract from a municipal or nonprofit animal shelter in New York State​.


*Failure to provide proof of benefits will delay approval of your application.

**Animals must be at least 2 months of age

and at least 2 pounds to be spayed or neutered.**

  • Rabies and/or Distemper Vaccinations (required unless proof of current vaccination is provided)
  • Nail Trim
  • Flea Treatment
  • Optional: Microchip 
  • Optional: FeLV/FIV Testing
  • Optional: Heartworm Testing
  • Optional: E-Collar

Female Dog Spay  $165

Male Dog Neuter $165

Female Cat Spay   $95

Male Cat Neuter  $95


Rabies Vaccine            $25

Distemper Vaccine   $25

Microchip                       $35

FeLV/FIV Testing        $35

Heartworm Testing    $35

E-Collar                            $15

Flea Treatment             $10

Nail Trim                          No Charge




* Please note there is an additional $25 charge for the following conditions:

  • Female animals that are pregnant or in heat at time of surgery
  • Cryptorchid male neuter (retained testicles)
  • Umbilical hernia repair


* Please note there is an additional $50 charge for dogs weighing 90 pounds and over.

*If you are a City of Corning resident wishing to make an appointment for a cat, you must register and go through the City Clerk's Office to make your appointment. Please do not book your cat's appointment here.

Appointments are first-come, first-served. If no dates are available then all appointments are currently full.
