Founded in 1891, the Chemung County SPCA is the oldest non-profit animal welfare organization in our region, and one of the oldest continuously-operating animal welfare organizations in the country.

Meet Our Staff

Stefanie

Brown

Executive Director

Stefanie began her career in animal welfare at the Chemung County Humane Society & SPCA 18 years ago and quickly discovered her passion for helping animals in need. Over the years, she has held a variety of roles within the organization, gaining extensive experience and a deep understanding of shelter operations and animal advocacy. She was honored to be selected as Executive Director and is proud to continue advancing the SPCA’s mission while building on its longstanding legacy of compassion and care.


Known for her warm smile, positive energy, and compassionate leadership style, Stefanie is deeply dedicated to the shelter, its staff, volunteers, and the animals they serve. She is committed to strengthening the organization’s impact within the community and ensuring every animal receives the love and support they deserve.


At home, Stefanie is lovingly owned by Tito, her shelter alumni Chihuahua, who completely stole her heart.


Jon

Jacobus

Director of Programs and Services

Jon has been part of the SPCA team since 2011, serving as shelter manager since 2013 and now as our director of programs and services. In this role, he oversees the smooth and efficient operation of our existing shelter services and affordable-care programs, along with designing new programs to improve the health and quality of life of the pets and people in our region.


Outside of work he enjoys spending time with his best buddy, sweet Miss Brandy.




Dr. Liz

Wilcox

Staff Veterinarian

Liz has been the consulting veterinarian for the Chemung County Humane Society & SPCA for over 6 years. She has worked in private practice and academia, but her heart has been in shelter medicine since veterinary school. Her goal has always been to provide every animal with the best care physically and mentally.


Liz has 3 cats, 1 dog, and a leopard gecko, but always makes room to foster those in need.





Megan

Smith

Customer Service Supervisor

Megan has been with the shelter since 2012 and has worked in kennels, clinics, and customer service. She always wanted to work with animals so working at the SPCA has been a dream come true!


Megan and her husband have 4 dogs (3 of whom are shelter alums) and 4 cats. Outside of work, she enjoys camping, amusement parks, concerts, and all things fall/Hallowe'en/spooky.

Jessica

Dildine

Clinic Manager

Jess has been with the shelter since 2019. She started as an animal care tech before moving to the clinic.


She has had a passion for animals her entire life, and she’s very passionate about spaying and neutering pets to reduce the needless suffering and overpopulation.


Jess is owned by three cats of her own and enjoys pet sitting everyone else’s pets in her spare time.









Stephanie

Hugg

Finance Manager

Stephanie has been with the shelter since 2020. She has a degree in both Business Administration and Accounting.


She grew up in our area and is passionate about helping the animals and the people of our community.


Outside of the shelter, Stephanie shares her home with Stormy who is a Juliana breed piggy and her best friend (in addition to her husband and kids)!

Matt

Guagliardo

Community Educator

Matt has been with the Chemung SPCA since 2013 when he first started as a volunteer.


Having a love of humane education and community wellbeing, Matt serves as the Community Educator. In this role, Matt combines his social work and community education expertise to help community members develop healthier relationships with pets and other animals. He enjoys being a part of a forward-thinking team that is completely dedicated to animal welfare.

 

He holds a Master of Education and is a licensed master social worker. 

 

Matt has two rescue dogs, Porter and Ruby. 

Jasmine

Marks

Animal Care Coordinator

Jasmine joined the shelter team in July 2024, starting out as an animal care technician before lending her talents to our clinics, customer service desk, and volunteer programs.


Now, as our animal care coordinator, she is dedicated to ensuring every animal receives the highest quality of physical and mental care during their stay. As a team leader, Jasmine is equally passionate about helping her colleagues learn, grow, and reach their fullest potential.


At home, Jasmine’s life literally revolves around Salem, her beloved shelter-alum dog whom she happily adopted in September 2024.


Ian

Stone

Director of Communications

Ian brings a decade of prior experience as the shelter's Behavior & Training Manager.


He holds a Master's in Teaching along with CDBC, CPDT-KA, FDM, and Pet Tech Instructor certifications.


In addition to his previous experience in social media and communications,  Ian has spent over 30 years working as a freelance illustrator and graphic designer, bringing his creativity and sharp eye for detail to a wide variety of projects.


Ian shares his home with three rescues: dogs Olive and Bix, and cat Peaches, with Bix and Peaches both shelter alumni.
